Is this really necessary at all times? I've noticed how long it makes threads when people quote all the time instead of clipping parts of the post they're referring to or simply replying and posts get replicated ad infinitum. I find it gets tedious for people wishing reply, sometimes.

Thought I'd move this over to forum suggestions, seemed like a better fit.

I think in some cases users don't really know how to reference the part of the post they wish to quote and reply to. I do agree though, I see where you're coming from and hopefully, in time it's something each user knows how to do.
